The Solution Manager [license](https://community.denodo.com/docs/html/browse/7.0/solution_manager/administration/license_management/license_management#license-management) contains personal developer licensing rights inherently. Hence, I would register each personal developer server in the license manager to check out the license. Ensure to create a single environment in the Solution Manager for all the personal developer servers and register each one under that environment.
