Web server not getting installed

I executed the below in the command line as in the tutorial. But not able to connect to web server. <tutorial_directory>/jetty and run: java -jar start.jar when i test it, it does not connect. http://localhost:8080/billing/services Any help or suggestion to resolve this issue. Raj.
